Project Goals

Digitalizing the tax function and reducing the burden on business

The main goal of the project is to support the digitalization of Kazakhstan’s economy by implementing digital technologies in tax planning and reporting processes. The data showcase automates tax control, reduces the administrative burden on businesses and helps identify and prevent tax risks in a timely manner.

Key Objectives

Tax reporting data model

Developing and implementing a data model for disclosing tax reporting indicators, taking into account the specifics of business processes and types of activities, as well as the requirements of tax authorities.

Internal controls, integration and infrastructure

Building an internal controls system and IT infrastructure: automated control of data integrity and consistency, integration with accounting and HR systems and electronic document management, development of connectors and ensuring high performance and availability of the data showcase.

Who the solution is for

Large and mid-sized businesses in Kazakhstan

Large and mid-sized companies in the Republic of Kazakhstan that are digitalizing the tax function and preparing to enter the Horizontal Monitoring regime.

Companies from CIS countries

Organizations from CIS countries for which transparency of tax reporting and the transition to modern tax administration models are relevant, including Uzbekistan, Azerbaijan, Kyrgyzstan and others.

International Experience

Netherlands: more than 2,000 companies in the Horizontal Monitoring regime

In the Netherlands, the Horizontal Monitoring programme has been in place since 2013. Today, around 2,000 legal entities participate in it, and the market continues to grow steadily as requirements are adapted and technology solutions are developed.

Russia: experience for large businesses

In the Russian Federation, the regime has been in effect since 2016. Around 450 legal entities are part of Horizontal Monitoring, which confirms business interest in predictable and digital tax administration.

Readiness Stage

Current implementation status

The legal entity LLP Impace Technologies has been established and key employees have been appointed. Specialists have been trained on the Horizontal Monitoring platform, a demo environment of the software has been deployed and configured, synthetic data has been modelled and the structure for disclosing tax reporting indicators has been set up.

Ready for scaling and participation in tenders

The project is at a go-to-market readiness stage: work is underway to build partnerships and participate in tenders for projects with companies entering the Horizontal Monitoring regime.
